CSC 7th Economic Census 2019 – All India Training of Trainers

7TH Economic Census Through CSC Begins-Training Of Trainers Workshop Conducted In New Delhi

The Ministry of Statistics and Programme Implementation (MoSPI) has signed MoU with CSC SPV for conducting the economic census, which is conducted across households to match the populations census. The process of conduct of Economic Census through CSC was initiated in a workshop on 14th May at New Delhi. This Census will encompass all the households and establishments in the country.

Shri Pravin Srivastava, Secretary- Ministry of Statistics and Programme Implementation (MoSPI) said, “Today is the momentous day for MoSPI and CSC. The earlier experience with Economic Census was that we were not using technology. But, this time we are heavily dependent on role of technology. We are also introducing Geo-Tagging in this whole process. We can’t compromise on the Data Collection because this data would be backbone for all the economic activities of the country. Through the association with CSC, we are confident that as a country we should be able to collect timely data and create a National Asset which can be used for various for policy level interventions.” He requested the state government agencies both at the state and district level to support the conduct of economic census. After the state level ToTs, and field trials, the actual work on economic census will begin from 4th June. The Census is likely to be completed within the period of 3 months.

The workshop was attended by CSC state representatives, department of Statistics and Program Implementation officials, officers from state NSSO and other representatives. Dr. Pankaj Srivastava, Deputy DG, ESD, CSO, MoSPI presented views on Implementation Strategy of the 7th Economic Census. He said, “Economic Census is an opportunity for transformation to produce good quality Statistics for policy making in the quickest possible time. We have collaborated with key stakeholders and leverage the power of Information Technology. States will participate in the training programs at state/district and sub-district levels. States will also nominate and participate in SLOC meetings. NSSO (FOD) will nominate Dy DG, SCRO, FOD as Statistics Officer under the collection of Statistics Act 2008. From 17th May, in 11 states, 20 districts at least 1 village/1 UFS block will be covered in each location.” He added, “In 7th EC roll out, state level workshops will commence from 17th May. Fully functional, stable and tested IT app is the most critical factor for proposed roll-out.”

Shri Jyotirmoy Poddar, Director General (ES) presented views on preparations across the country regarding 7th Economic Census. He said, “9 lakh enumerators and 3 lakh supervisors would be involved in 7th Economic Census. To ensure the quality of Data Collection, we are focusing on the combined efforts.”

While welcoming the participants, Dr. Dinesh Tyagi-CEO-CSC SPV said, “CSC VLEs’ work is amazing. Running an enterprise at local level is challenging. We should appreciate the way they are working. In very short span, our VLEs have sold 30 lakh pensions under PMSYM. CSCs being local have the desired ability to mobilize community and implement government mandates/initiatives. The 7th Economic Census project is very unique and I am sure partnership with MoSPI will be a milestone for us.”

During the workshop the training conducted on Facility of MIS dashboards, Project Governance Structure, Illustration on important concepts, Discussion on LMS/ Training Videos, Purpose and approach of 2nd Level Supervision. The entire program was webcasted through CSCs so as to also enable training for them.
